The California State Personnel Board elected the following officers at its December 14, 2012, meeting:

President: Patricia Clarey. The Board elected Patricia Clarey as president. Ms. Clarey currently serves as the Senior Vice President and Chief Regulatory & External Relations Officer for Health Net, Inc., a publicly traded managed health care company. She is responsible for federal and state regulatory and legislative relations, internal and external communications, Health Net´s charitable foundation, and the company´s compliance activities.

She has over 25 years of health care and insurance experience in both public and private sectors and has an extensive background in policy and the legislative process. Previously she served as Chief of Staff to Governor Arnold Schwarzenegger, was Vice President of Governmental Relations at Health Net, held senior management positions at Chevron Corporation and Transamerica Corporation, and served as President of the Transamerica Foundation. Additionally, she served at senior levels in the Department of the Interior in President Reagan´s administration and was former Governor Pete Wilson´s Deputy Chief of Staff. Ms. Clarey was appointed to the Board in 2005.

Vice President: Kimiko Burton. The Board elected Kimiko Burton as Vice President. San Francisco Deputy City Attorney Kimiko Burton currently serves as chief of San Francisco City Attorney Dennis Herreras´ Children and Family Services Team, which represents the interests of abused and neglected children in child dependency and guardianship hearings in court and other proceedings.

Prior to joining the City Attorney´s Office, Burton was San Francisco´s first female public defender. She expanded leadership opportunities for women and minorities and implemented model programs for managing cases and the training of attorneys. Additionally, Burton has served as the director of the San Francisco Criminal Justice Council, staff counsel to Johan Klehs of the State Board of Equalization, and as a Deputy Public Defender. Burton serves on the Board of Directors for the John Burton Foundation for Children Without Homes, a nonprofit organization dedicated to improving the quality of life for California´s homeless children. Ms. Burton was appointed to the Board in 2012.

CalPERS Representative: Richard Costigan. The Board elected Richard Costigan to serve as its representative to CalPERS. Mr. Costigan currently serves as the Senior Director of State and Government Affairs for the national law and consulting firm of Manatt, Phelps & Phillips where his practice focuses on legislative and government relations.

He previously served as Deputy Chief of Staff and Legislative Affairs Secretary for Governor Arnold Schwarzenegger and was Chief of Staff to two different Republican leaders in the State Assembly. He was the Director of Policy for the Assembly Republican Caucus policy unit and Chief Policy Advisor to the Republican leadership and the Principal Consultant to the Assembly and Budget committees. He was the Vice President of Government Relations and Chief Policy Advocate for the California Chamber of Commerce, where he was responsible for the development and implementation of the Chamber´s public policy agenda. Before moving to California in 1996, he practiced law in Georgia where he focused on business defense, creditor bankruptcy, and family law. Mr. Costigan was appointed to the Board in 2007.
