Bilingual Services Program provides guidance, monitoring and technical assistance to state departments to meet their responsibilities under the Dymally-Alatorre Bilingual Services Act (Act) that was passed in 1973. The Act was passed in recognition that the effective maintenance and development of a free and democratic society depends on the right and ability of its citizens and residents to communicate with their government and the right and ability of the government to communicate with them.

Established in 1985, the Psychological Screening Program has become one of the largest and most diverse psychological screening programs in the nation.
Before appointment into any peace officer position, California law and regulations mandate that all candidates must first be certified free from psychological conditions and factors that might pose a risk to the safe and effective performance of their duties.

The Test Validation and Construction (TV&C) Program of the California State Personnel Board offers a wide variety of selection-related products and services for State of California departments. With the resources of the State of Personnel Board and the flexibility of a reimbursable program, the TV&C Program offers creative, fundamentally sound, and legally defensible staffing solutions. The TV&C Program is available to assist your department with numerous products and services.

The California State Personnel Board Examination Services Program provides professional examination and selection expertise to decentralized state departments. The Examination Services Program ensures that the administration of examinations are processed in accordance with the laws and rules of the State civil service merit system.
