Discrimination Complaint System (DCS)
The State Personnel Board, (SPB), Office of Civil Rights (OCR) is responsible for developing and maintaining State policies and procedures regarding the provision of equal employment opportunity and ensuring non-discrimination in the State's employment practices.
The OCR does not investigate discrimination complaints.
The DCS is designed to capture data reported to the legislature pursuant to Government Code §19702.5(c), which requires the SPB to report annually on formal discrimination complaint activity in the State civil service.
