Statewide Disability Advisory Council (SDAC)
The Statewide Disability Advisory Council (SDAC) was established by the State Personnel Board to assist all State agencies and departments in maintaining their respective Disability Advisory Committees (DAC). As of a result of the Governor's Executive Order S-6-04 the State Personnel Board is required by law to "provide statewide leadership, coordination, technical guidance and enforcement regarding efforts to fully achieve equal employment opportunity and non-discriminatory employment practices within the state civil service". SDAC supports State departments and agencies in achieving this effort. The SDAC serves as an advisory committee to the SPB's Executive Officer to help California State Government increase and improve employment opportunities for people with disabilities. SDAC members consist of representatives from departmental disability advisory committees and EEO staff. At monthly meetings, members discuss employment issues of concern to state employees with disabilities, share information, and recommend actions to the Executive Officer.

How to Have an Effective DAC
Government Code Section 19795(b) requires each state department to establish a disability advisory committee (DAC). The purpose of the DAC is to advise the departmental director of issues of concern to the department's employees with disabilities. Departmental DAC members participate on the SPB's Statewide Disability Advisory Council (SDAC). The SDAC helps departmental DACs by sharing ideas for improving the representation of state employees with disabilities, proposing solutions to reasonable accommodation problems, and providing information and training on disability issues. In order that departments establish effective DACs, the SPB and the SDAC have prepared the following information guide.
