Federal Language Access Requirements
The Federal Government is responsible for the enforcement of Title VI compliance under the Civil Rights Act of 1964. This includes "National Origin Discrimination Against Persons with Limited English Proficiency (LEP)", which is prohibited under Title VI. The Federal Government issued Executive Order 13166 in August 2000 to clarify existing TitleVI responsibilities. State departments that are recipients of federal funds are required to comply with the provisions of Title VI in ensuring they provide meaningful language access to their programs and services.
The SPB has identified web sites to assist state departments with understanding their langauge-access responsibilities under Title VI and that provide guidance to federal funding recipients.
