Mary Fernandez, Assistant Executive Officer

Mary FernandezMary S. Fernandez has been the Assistant Executive Officer at the State Personnel Board (SPB) since June 2007.

Prior to her current appointment, Ms. Fernandez was the Chief of Administrative Services at SPB.  She worked for the California State Teachers' Retirement System as the Director of Member Initiatives in the Project Management Office from 2003 to 2005.

Ms. Fernandez served in Governor Gray Davis’ Administration from 1999 to 2002, as the Deputy Director for the Governor’s Office for Innovation in Government.  Prior to that, Ms. Fernandez was the Chief of Training and Continuous Improvement Division at the Department of Personnel Administration that included managing the State Training Center.  During her tenure, she established the California Leadership Institute, the Management Certificate Program and the State’s first on-line training program in partnership with Golden Gate University.  In 1994, under the Wilson Administration, Ms Fernandez developed and implemented the State of California’s Office of Statewide Continuous Improvement.

Ms. Fernandez has over 30 years in State service.  She has a Bachelor of Science degree in Business Administration from California State University at Sacramento with an emphasis in Quality Management and also a Certificate in Quality Management.
