Carol J. Ong, Chief, Consulting Services Division

Carol Ong was appointed as the Chief, Consulting Services Division in February 2009. In that capacity, she oversees Legislation and Public Affairs for the State Personnel Board (SPB), Office of Civil Rights, Bilingual Services and Interpreter Programs, Limited Examination and Appointment Program (LEAP), Statewide Training, development of departmental classifications, and appointment policy guidance to State departments. She also serves as the Chief, 21st Century Project since August 2007; functioning as the Board’s advisor and representative on critical integration with the State Controller’s Office 21st Century Project; a collaborative effort to transform and replace the State’s human resources payroll systems. 

Prior to that, Ms. Ong was the Interim Chief and Assistant Chief of SPB’s Appeals Division. She also managed the former Policy Division, served as the Manager, Civil Service Reform, and Personnel Officer for SPB. Throughout her career, she worked in supervisory and management positions in various departments in the personnel management field. She also served as a member of the Human Resources Modernization Task Force in 2007.

Ms. Ong graduated with honors from California State University at Sacramento, where she earned a Bachelor of Arts in Social Science and a teaching credential.
